The Joint Universities Computer Centre launches inter-institutional Academic Certificate Verification Platform to streamline the verification of academic qualifications and help combat forgery

With rapid advance in technology and the internet, more and more applications for further studies and employment are submitted online. The Joint Universities Computer Centre (JUCC) comprised of 19 tertiary institutions and organisations successfully developed and launched an inter-institutional academic certificate verification platform using blockchain technology.Participating-institutions can digitalize academic certificates of graduates and then upload to the platform, in order to allow students to share their credentials to potential employers and educational institutions via the platform when seeking employment or further studies. The platform helps to streamline the verification of academic qualifications and combat forgery.

The JUCC started conceiving The Academic Certificate Verification Platform (ACVP) in 2019. From verification, development, equipment installation, testing to security protection, concerted efforts of participating-institutions have made it possible for the platform to be launched in this academic year. Institutions can adopt the platform based on their own schedules.

ACVP stores academic qualifications of students, including graduation certificate, transcript, and letter of graduation. In terms of cybersecurity, the blockchain technology used with Distributed Ledger, Smart Contract, and Cryptographic Technologies is applied to safeguard privacy and information security. All academic qualifications uploaded to ACVP are to arranged by participating-institutions, meaning that students’ sharing of those electronic certificates through the platform for pursuit of studies or employment is endorsed by participating-institutions.

Participating-institutions are to arrange their graduates to use the platform based on their own schedules. The first to benefit from the platform would mainly be graduates in year 2022, while individual institutions are even extending the service to graduates in year 2021. Students can decide whether or not to use the ACVP to manage their academic qualifications. While the ACVP stores the electronic academic certificates uploaded by graduates of participating-institutions, institutions or employers can only verify or access their academic qualifications through the platform after obtaining authorization from the student. The JUCC believes that the ACVP can be used to formulate a secured and reliable information exchange mechanism to develop more different services for students, institutions and enterprises in the future. The long-term goal is to enable credits transfer and information exchange on the platform when admitting students in the future.

The Joint Universities Computer Centre (JUCC) takes initiatives to promote inter-institutional collaboration in the development and application of Information Technology (IT), contributing to education and the development of IT in Hong Kong. The JUCC comprises nineteen tertiary institutions and organisations, including eight University Grants Committee-funded institutional full members (The University of Hong Kong, The Chinese University of Hong Kong, The Hong Kong Polytechnic University, City University of Hong Kong, Hong Kong Baptist University, The Hong Kong University of Science and Technology, Lingnan University, and The Education University of Hong Kong) and eleven affiliate members (Hong Kong Metropolitan University, Vocational Training Council, University of Macau, Tung Wah College, The Hong Kong Academy for Performing Arts, The Hang Seng University of Hong Kong, Chu Hai College of Higher Education, Caritas Institute of Higher Education, Hong Kong Shue Yan University, UOW College Hong Kong, and Construction Industry Council).

大學聯合電腦中心推出跨院校學歷證書認證平台
簡化核實學歷證明程序 有助打擊偽造證書

科技和網絡發展迅速,由升學到就業,越來越多採用網上遞交申請,由十九間大專院校和機構成立的大學聯合電腦中心採用區塊鏈技術成功開發並推出跨院校學歷證書認證平台,參與的院校可以將畢業生的學歷證明數碼化,上載至平台,學生日後在求職或求學時,可以透過平台將電子學歷證明分享予相關人士,簡化核實學生的學歷證明程序,同時有助打擊偽造證書。

大學聯合電腦中心(Joint Universities Computer Centre) 於 2019 年開始構思 The Academic Certificate Cerification Platform (ACVP),由驗證、開發、裝備設置、測試以至安全監控上,獲參與院校通力合作,令到平台可以在今學年推出。院校可自行制定推行時間表。

ACVP 是儲存學生的學術資歷,包括畢業證書(Graduation Certificate)、成績報告(Transcript) ,以及學歷證明書(Letter of Graduation),網絡保安上採用了分散式帳本、智能合约、加密算法等區塊鏈技術,以保障私隱及資訊安全。所有上載予 ACVP 的學生學術資歷,均由參與的院校自行上載,學生在升學或就業時,透過平台分享的電子學歷證明,均獲應用 ACVP 的所屬大學認可的。

參與的院校會按各自的時間表為其畢業生安排使用 ACVP 服務,首批受惠的學生主要是 2022 年的畢業生,個別院校更將服務推及至 2021 年的畢業生,學生可自行決定是否使用 ACVP 管理個人學歷。雖然 ACVP 會儲存畢業生所屬的參與院校上載的電子學歷證明,但院校或僱主需經學生授權後,始能在平台上核實或獲取其學歷認證。 詳情可參閱 https://acvp.hk

大學聯合電腦中心相信將來可透過 ACVP 制訂一個安全可靠的資料交換機制,為同學、院校及企業開發更多不同服務。長遠目標是將來或可在平台進行學分轉移及於取錄學生時作資訊交換。
