Introduction

HARNET is an advanced network infrastructure built to facilitate the exchange of information for academic, educational, research, collaboration and other official purposes of the JUCC Members. The JUCC would also provide network connection to HARNET to non-profit-making organization of academic or research nature. HARNET membership should be approved by the JUCC Steering Committee.

This document describes how HARNET members connect to and collaborate with one another on the HARNET.

Network Connection Provisioning and Guidelines for HARNET Members

Cost Sharing

All HARNET members connect to HARNET on a cost-sharing basis. Each member should bear the installation and recurrent cost for its connection to HARNET and share the cost for connecting to Internet and other high-speed networks. Each member is required to make an annual contribution which includes a fixed overhead contribution and a variable contribution based on bandwidth usage.

 

Transit Services

  • HARENT will provide IPv4/IPv6 Internet transit to its members
    • Border Gateway Protocol version 4 (BGP4) or above support at member’s router for transit arrangement is preferred
  • HARNET will also provide partial transit to other Research and Education (R&E) networks to its members
    • Border Gateway Protocol version 4 (BGP4) or above support at member’s router for partial transit arrangement is mandatory

 

Peering Services

  • HARNET will provide IPv4/IPv6 traffic/routes of JUCC member institutions and Hong Kong Internet Exchange (HKIX) to peering members
    • Border Gateway Protocol version 4 (BGP4) or above support at member’s router for peering arrangement is mandatory
  • Member should have its own Global Internet Access capability independent of HARNET

 

Physical Connection

  • HARNET supports Optical Network connectivity among members.
  • HARNET supports Ethernet connection to its facilities for peering or transit services.
  • HARNET will normally provide one connection port to each member.
  • HARNET will normally provide two IPv4/IPv6 addresses for each connection.

 

Others

  • Members should aggregate their routing announcements to maximum extent possible while remaining consistent with the level of aggregation being done for the Internet at large.
  • Members should not generate unnecessary route flap, or advertise unnecessarily specific routes in peering sessions to HARNET.
  • HARNET does NOT provide co-location, DNS, web hosting, email or other Internet services other than network connection.
  • Members should have its own technical personnel for working with HARNET personnel on transit or peering arrangements.
  • Members should provide administrative and technical personnel contacts to HARNET and keep HARNET informed upon changes of the contacts.
  • HARNET reserves the right to disconnect any connection which violates any of its Acceptable Use Policy without notice.
  • Members should notify HARNET in advance of a peering reset or termination under non-emergency conditions.
